United Nations Security Council Backs Donald Trump's Gaza Proposal

The Security Council has voted to endorse proposals advanced by President Trump for achieving a long-term stability in the Gaza Strip, encompassing the stationing of an international stabilisation force and a possible path to a sovereign Palestinian state.

Widespread Backing with Key Abstentions

This measure was passed by a vote of thirteen in favor, with China and Russia declining to cast votes. Washington's diplomat Mike Waltz addressed the UN assembly that it set “a new course in the region for both sides and all the residents of the area alike”.

Compromise Phrasing on Sovereignty

Incorporation of allusions to an independent Palestine was the price the US agreed to for endorsement from the Arab and Islamic world, who are expected to supply stabilisation troops for the multinational unit.

“Interim measures that we embark on today must be carried out in accordance with international law and respecting Palestinian self-determination,” James Kariuki declared.

Government Objection Persists

Nonetheless, on the verge of the UN vote, leader Benjamin Netanyahu reaffirmed his administration's strong objection to the creation of a sovereign Palestine, creating uncertainty on whether Israel will accept the implementation of the internationally endorsed measures.

Key Provisions of the Proposal

  • Prompt removal of remaining curbs on relief supplies into the strip
  • Establishment of an international stabilisation force
  • Progress on reconstruction and a eventual “route to Palestinian independence and sovereignty”

Unclear Language and Stipulations

The mention to sovereignty was a negotiated inclusion to an first US version which excluded it. Yet the wording is unclear and dependent, promising only that once the Palestinian Authority has implemented reforms and the rebuilding of the strip is progressing, “the circumstances may ultimately be in position for a feasible course to Palestinian independence and nationhood.”

International Response

The language fell far short of the definite pledge to the creation of a Palestinian state alongside Israel requested by Muslim nations, as well as European delegates, but in statements to the council after the approval, representatives from those nations said they were willing to endorse the agreement in the benefit of extending the present ceasefire and immediate measures to assist and secure the over two million Palestinian residents in Gaza.

“Our delegation has ultimately decided to endorse of this document, a text that we approve its main goal, namely the continuation of the truce and the formation of circumstances enabling the Palestinian population to assert their immeasurable rights to sovereignty and nationhood,” Amar Bendjama announced.

Execution Hurdles

This measure gives comprehensive monitoring control to a “peace board” led by the US president, but of undefined composition. The board has to report to the international body but it is not obligated by the wishes of the global organization or by the Palestinian Authority.

It also calls for the formation of a expert Palestinian panel that is supposed to run daily administration of the Gaza Strip and the distribution of aid, but it is far from clear who would take part.

Stabilisation Team Mission

The authority of the global force gives it authority to neutralize and disband militant organizations in Gaza, but it is highly uncertain that would-be troop contributors would be willing to face such organizations. Not a single nation has so far agreed to sending peacekeepers.

Furthermore the standards for modification of Palestinian leadership, the precondition towards moves to a sovereign Palestinian, have been unclear.

European diplomats said they considered it urgent that the identities of the specialized group to provide utilities was settled as quickly as possible.
